오늘은 민주주의에 관하여 읽는다. 민주주의에 관한 가장 일반적인 의문점들을 오늘 읽는 부분에서 다루고 있다. 

73 잘 알려져 있듯이[잘 알고 있듯이], 우리가 민주주의[민주정]라고 부르는 정치 체제는 실제로는 통치[정부]에서 매우 제한된 역할만을 시민들에게 부여한다.  
40 In practice, as we know, those political systems we call democracies give their citizens only a very limited role in government.  

government는 정부라고 해도 되고 통치라고 해도 된다. 다만 통치라고 하면 굉장히 넓은 범위여서 정부라고 하는 것이 적당할 것 같다. 
지난 시간에 democracy는 민주정이고, democratism은 민주주의로 번역한다고 말했으나 우리가 일반적으로 민주주의라고 번역을 하니까 그대로 따라간다. 


73 시민들은 주기적인 선거에서 투표권을 행사할 수 있다[투표할 자격이 있다]. 
40 They are entitled to vote at periodic elections,


73 그들은 때때로 헌법상의 중대한 문제를 결정해야 할 때 국민 투표라는 형태로 의견을 표명하게 된다. 
40 they are occasionally consulted through a referendum when some major constitutional question has to be decided, 


73 그리고 자신들과 관련된 쟁점들에 관해 자신들의 대표자에게 영향력을 행사할 단체를 조직하는 것이 허용된다. 
40 and they are allowed to form groups to lobby their representatives on issues that concern them, 


73 하지만 그 정도가 그들이 가진 권력[권위]의 한계다[최대치이다]. 
but that is the extent of their authority. 


73 민주사회의 미래를 결정하는 진정한 힘은 극소수[상당히 적은 수]사람들━정부 각료나 관료, 그리고 어느 정도의 범위로 한정된, 의회나 여타[다른] 입법 기관의 구성원들━의 수중에 있다. 
40 Real power to determine the future of democratic societies rests in the hands of a remarkably small number of people – government ministers, civil servants, and to some extent members of parliament or other legislative assembly –  

a remarkably small number of people 상당히 적은 수. 극소수는 extremely로 생각될 수 있다. 이런 뉘앙스에 대한 감각을 갖는 것이 중요하다. 


75 그리고 왜 그렇게 되어 있는지 묻는 것은 자연스러운 일이다[자연스럽게 왜 그런지 묻게 된다]. 
40 and it is natural to ask why this is so. 


75 만약 민주주의가 정치적 결정을 내릴 수 있는 최선의 방법이라면, 왜 민중[인민] 자신들에게[스스로가] 주요한 문제들을 직접 결정하게 함으로써 민주주의를[그 최선의 것으로] 현실로 만들지 않는 것인가? 
40 If democracy is the best way to make political decisions, why not make it a reality by letting the people themselves decide major questions directly? 

people 인민으로 번역한다. 민중이라는 말은 쓰지 않는 것이 좋다.

여기서 it 은 democracy가 아니라 the best way이다.
만약 민주주의가 정치적 결정을 내릴 수 있는 최선의 방법이라면, 왜 인민 스스로가 주요한 문제들을 직접 결정하게 함으로써 그 최선의 현실로 만들지 않는가? 


75 이 점에 관해서 종종 제시되는[이것이 쟁점이 될 때 제시되는] 한 가지 답은 수백만의 평범한 시민들이[평범한 시신들 수백만이] 오늘날 정부가 내려야 하는 엄청난 수의 결정을 내리는 데 참여하는 것은[정부가 해야 하는 수많은 결정에 참여하는 것은] 단적으로 말해서 비현실적이라는 것이다[그리 실용적이지 않다] . 
40 One answer that is often given at this point is that it is simply impractical for millions of ordinary citizens to be involved in making the huge number of decisions that governments have to make today.  

at this point 최선의 방법으로 만들기 위해서의 내용이다. 이럴 때는 내용을 받아서 번역해야 한다.
impractical 그리 실용적이지 않다.


75 만약 그런 일을 시도한다면, 정부가 마비될 뿐만 아니라 대다수 사람들이 정치보다 중요하다고 생각하는 다른 일 들에 쏟을 시간이 사라지고 말 것이다[다른 일을 하는데 쓸 시간이 남아있지 않을 것이다]. 
40 If they were to try, not only would government be paralysed, but they would leave themselves no time to do all those other things that most people think are more important than politics. 


75 그러나 이 해답은 불 충분한 것이다[이것은 적당한 대답이 아니다]. 
40 But this answer is not adequate, 


75 왜냐하면 시민들이 일반적인 정책 결정을 하고 나서 그 세부적인 이행[상세한 실행]은 장관이나 다른 사람들에게 맡기는 것을 상상하기는[구상하는 것이] 어렵지 않기 때문이다.  
40 because it is not difficult to envisage citizens making general policy decisions whose detailed implementation would then be left to ministers and others.  

envisage 상상이라는 단어는 가급적 쓰지 않는 것이 좋다. 상상은 한국어에서 망상에 가깝다.  구상한다고 번역하는 것이 좋다.


75 전자 기술의 혁명적 발전으로 이제는 전쟁과 평화, 과세와 공적 지출, 동물 복지 및 환경 문제 같은 광범위한 문제들에 대해 시민들의 견해를 묻기가 아주 쉬워졌다.  
40 The electronic revolution means that it would now be quite easy to ask citizens for their views on a wide range of issues ranging from war and peace through taxation and public expenditure to animal welfare and environmental issues.  


75 그렇다면 왜 이런 일은 국민 투표라는 드문 기회에만 행해지는 것일까?
40 So why is this done only on those rare occasions when a referendum is called?


75 그 이유로는 보통사람들에게는 정치적 결정의 배후에 놓인 쟁점들을 이해할 능력이 단적으로 없으며, 그래서 이러한 사안을 다루는데 더 뛰어난 자질을 갖춘 것으로 보이는 사람들에게 기꺼이 결정을 맡긴다고 하는 널리 퍼져 있는 믿음을 들 수 있다.  
40 The reason is that there is a widespread belief that ordinary people are simply not competent to understand the issues that lie behind political decisions, and so they are happy to hand these decisions over to people they regard as better qualified to deal with them.
